The districts affected include Palakkad, Malappuram, Kozhikode, Kannur, Kasaragod and Wayanad. According to data compiled by activists of the Malabar Education Movement, a Kozhikode-based NGO, Malappuram district has 78,887 Class X students eligible for higher studies but only 52,750 seats available across Plus One, VHSE, ITI and polytechnic courses, leaving a shortfall of 26,137 seats. Palakkad has 38,147 students but just 28,823 seats, creating a shortage of 9,324 seats.
