Israel and Lebanon have effectively been in a state of war since 1948. They now have a unique opportunity to end it, restore security, and eventually reap the fruits of diplomatic relations – though many challenges remain. Hezbollah and Iran are reeling from war, the United States is heavily invested in Israel-Lebanon diplomacy, and there is strategic alignment between Jerusalem and Beirut. This issue brief examines the ongoing negotiations, where Israel and Lebanon stand, the remaining challenges, and why the situation is nevertheless ripe for a diplomatic breakthrough.
On April 16, Israel and Lebanonenteredinto a 10-day ceasefire, brokered by the United States, which was laterextendedby three weeks and then again by45 days. Both Israel and Hezbollah have sinceviolatedthe ceasefire numerous times, resulting in continued death, destruction, and displacement of civilians. Against this backdrop and continued Israeli occupation of South Lebanon, the US hosted the parties in Washington for three rounds of talks. US Ambassador to Lebanon Michel Issa, Israeli Ambassador to the US Yechiel Leiter, …

A senior Hezbollah political official told The Associated Press on Monday - a day before Israeli and Lebanese officials are set to hold the opening meeting in the two countries’ first direct talks in decades - that the militant group will not abide by any agreement made in those negotiations.
Israeli Ambassador to the U.S. Yechiel Leiter said Tuesday the first negotiation talks between Israel and Lebanon were “positive”, saying about the two countries “we are on the same side of the equation.”

Pursuing even incremental steps will be difficult in a country long dominated by Iran’s chief regional proxy, but the two countries’ leaders have cracked the door open for future diplomacy.
While global attention is focused on the potential for ending the Gaza war, a refreshingly positive discussion has also emerged about the possibility of peace on Israel’s northern front with Lebanon. A long road separates hopeful talk from actual diplomatic moves, but for the first time in decades, peace itself is no longer taboo in Lebanon, triggering a serious national conversation about a topic once only mentioned in whispers.
Since the November 2024 Lebanon ceasefire with Israel, the idea of peace has featured inpublic discoursein Lebanon, appearing in television debates, newspaper articles, and interviews with officials. Two factors are at play. First, Hezbollah’s military defeat undermined the appeal of the long-dominant “resistance” rhetoric and convinced a broad swath of Lebanese that only peace could end the wars that have pummeled the country for the past four decades. Second, the Trump administration’s heavy emphasis on …
