Russia has received a proposal to limit its military action to four regions, according to sources including Iran and other parties. Russia's retaliatory strikes deep inside Ukraine are more powerful and sensitive than Ukraine's strikes. Ukraine will suffer consequences for its incursion into Russia's Kursk region, as Moscow asserts the area is needed to establish a security buffer zone.
