The agreement would limit final negotiations to nuclear issues and exclude Iran’s missile program and proxy networks. President Donald Trump denied the reported terms of the draft deal.

Accounts differ on the scale of financial relief. One set of reports states the deal involves $24 billion in frozen funds, while another claims a leaked 14-point agreement outlines at least $300 billion in development funding for Tehran. The latter report, from clashreport.com, also states the memorandum of understanding (MoU) was digitally signed by President Donald Trump, Vice President JD Vance, and Iranian Parliamentary Speaker Mohammad Bagher Ghalibaf, and includes a promise of wholesale lifting of U.S. sanctions and unfreezing of restricted global assets. Article 6 of the leaked draft commits the U.S. and its regional partners to establishing a comprehensive rehabilitation and economic development plan for Iran, with financing guaranteed at least at $300 billion and an implementation mechanism to be formulated within 60 days. Access to the $300 billion fund remains tied to further negotiations regarding Iran's nuclear program.

According to theweek.in, the draft deal is reportedly an interim agreement with outstanding issues to be negotiated later, includes lifting the blockade on the Strait of Hormuz, and was leaked by the Saudi network Al-Arabiya. The outlet reported the deal could be announced within hours and would come into effect as soon as both Washington and Tehran officially confirm it. Iranian lawmaker Fathollah Tavassoli stated that Iran will not allow the 'Axis of Resistance' to be sacrificed, and conducted military action against Israel in support of Lebanon. Iranian parliament member Mansour Haghighatpour stated that military and diplomatic actors in Iran operate under the same command from Supreme Leader Mojtaba Khamenei.
