President Vladimir Putin said Russia was experiencing a shortage of fuel but described the shortages as not critical. He added that Ukrainian attacks were creating problems for Russia’s fuel infrastructure, that queues persisted at gas stations and that the right grade of gasoline was not always available. Ukrainian drone strikes on Russian oil refineries were reported to be disrupting fuel supplies and contributing to the shortages.

Authorities imposed restrictions on fuel sales in 26 Russian regions, and Russia began drawing down gasoline reserves, banned gasoline and jet fuel exports, and was considering a ban on diesel exports. The disruptions to Russia’s energy sector were also reported to be causing fuel price rises across Central Asia.
