A GPS Correction Tool Gave Iran-Linked Hackers Access to a Major Water Utility
An Iranian-affiliated hacking group, Handala, provided a 5GB data dump as evidence to its claim that it breached California Water Service (Cal Water). The exposed data included customer billing records and administrative credentials for an internal GPS correction network that spans at least seven of Cal Water's districts.
Cal Water serves approximately two million customers across 100 California communities. Under California law, a confirmed exposure of customer PII triggers breach notification obligations. Customers whose billing data was exposed face elevated spear-phishing risk from attackers using exfiltrated account and contact data.
Cal Water told several news outlets that it activated its cybersecurity response plan immediately upon learning of the claim, is working with state and federal partners and outside experts, and its preliminary findings show no operational disruptions to its water, wastewater, or billing systems. The company has not confirmed or denied that customer data was accessed.

CENTRAL VALLEY, Calif. (KFSN) --A possible major cyberattack is under investigation at Cal Water, one of California's largest water utilities serving nearly 500,000 customer connections across the state, including many in the Central Valley.

The Iran-linked threat actor Handala this week boasted to have hacked California Water Service (Cal Water), and published 5 gigabytes of data allegedly stolen from the US water utility.
In a post on their blog, the hacking group said the intrusion was retaliation for recent US actions in Iran and claimed they had the ability to disrupt water access but chose not to.
While the level of access Handala had has not been confirmed, threat intelligence company Dataminr
says
the threat actor likely hacked into Cal Water’s RTKBase instance, a GNSS base station platform, and then moved laterally to a billing system.
Cal Water is one of the largest investor-owned water utilities in the US, with roughly two million customers across 100 communities in California.
