Gas stations across Russia have started rationing fuel sales as drone strikes on oil refineries by Ukraine deepen a supply crisis, the pro-Kremlin daily Izvestia
reported
Wednesday.
Stations in several regions are limiting drivers to 10-20 liters of gasoline per purchase or offering only diesel, Pavel Bazhenov, president of the Independent Fuel Union (NTS), told Izvestia.
"These measures should help chain owners weather the difficult period of shortages and avoid temporarily closing their gas stations, as happened previously with some small stations," Bazhenov said.
The restrictions are in place in central Russia, the Volga region, the south and the Far East, according to NTS.
Fuel retailers in the Moscow, Leningrad, Ryazan and Nizhny Novgorod regions confirmed to Izvestia that limits had been imposed.
Major companies have also introduced curbs. Lukoil has banned canister sales at some Moscow stations and stopped accepting fuel cards at several stations in Nizhny Novgorod.
By mid-September, shortages had been reported in 21 regions ranging from Chukotka and Sakhalin in the…

The fuel crisis in Russia, deepened by Ukrainian armed forces’ strikes on oil refineries, is spreading to more and more regions. Local authorities are bringing in restrictions on fuel sales, and queues are forming at gas stations.Mediazonahas compiled a map of gas sale restrictions across Russia’s regions.
In all, fuel restrictions have reached 56 of Russia’s regions. In 18 of them, the restrictions have been imposed by local authorities and are binding on every gas station in the region. As a rule, this means capping the volume of fuel sold per car (usually around 30 litres) and requiring fuel to be dispensed into the tank only, with sales into gas cans banned.
The harshest restrictions have been imposed in annexed Crimea and Sevastopol, where fuel sales to the public have effectively been halted.
A further 38 regions report partial restrictions: the limits are being set by gas station companies (we counted only chain operators and left out reports of limits at individual stations), while local authorities have issued no orders mandating …

For instance, the N-1 gas station chain in Tyumen has capped sales at 30 liters of 92- or 95-octane gasoline per customer.
“Indeed, our restriction has been in effect since Oct. 7. We do not fill a single vehicle with more than 30 liters of AI-92 or AI-95,” the hotline confirmed to Russian outletUra.ru.
N-1 assured that there is no fuel shortage, saying the measure is meant to discourage bulk purchases by canister.
Restrictions also affected TPK gas stations, where AI-95 gasoline is now sold only with fuel cards.

Fuel-market strain in the Russian Federation is becoming increasingly visible: in Tatarstan, as well as in Moscow and St.
Petersburg, some gas stations have already introduced limits on gasoline sales.
These are not merely isolated restrictions, but a sign that the fuel sector in Russia’s largest cities is starting to react to growing pressure across the energy system.According to the press service of the Tatarstan government, the decision to cap gasoline sales was made to prevent artificial panic buying and to maintain stability in the market.
The move is especially noteworthy in a region that ranks second in Russia for oil production, behind the Khanty-Mansi Autonomous Okrug, and is among the country’s top five regions in oil refining volumes.
Several large refineries operate in the republic, so any disruption there has consequences well beyond regional borders.Against this backdrop, on June 12 the Armed Forces of Ukraine announced a successful strike on the TANEKO and TAIF-NK refineries in Nizhnekamsk…
Because of Ukrainian sanctions, fuel restrictions have been introduced in Moscow, St. Petersburg, and Kazan: russians are now limited to purchasing only 20 liters of fuel per fill-up.

The Irkutsk, Omsk, and Novosibirsk regions have imposed restrictions on gasoline sales.
Omsk Governor Viktor Khostenko announced on the evening of June 22 that fuel sales in canisters would be banned and purchases capped at 40 liters per vehicle — steps he said were needed to prevent “artificial panic at gas stations.” Diesel fuel sales were also restricted: 80 liters per fill-up at regular gas stations and 200 liters on highways.
Irkutsk Governor Igor Kobzev said on June 22 that the region had been “forced to switch to manual management — determining fuel volumes for each recipient individually.”
Novosibirsk Governor Andrei Travnikov announced on the morning of June 23 that his region would need to restrict fuel sales because neighboring regions had already introduced limits on gasoline and diesel. He said he had instructed the region’s Industry and Trade Ministry to negotiate with gas station network owners and reach a unified position on the issue by the end of the day.
Saratov Governor Roman Busargin also announced restrictions on gasoline sales for individuals on the evening of June 22. Gas stations in the regi…

Russia's fuel rationing reaches Siberia as occupied Crimea runs dry
Russia started rationing gasoline in Siberia this week, carrying a fuel crisis driven by Ukrainian strikes into the country’s heartland, thousands of kilometers from the front. Omsk and Irkutsk restricted fuel sales on 22 June, and Novosibirsk signaled it would follow.
The fuel shortage is now jumping from one region to the next, not only where the strikes land.
Novosibirsk had no shortage of its own, GovernorAndrei Travnikov said. Yet on 23 June he announced the region would restrict sales because its neighbors already had—the shortage now jumping from one region to the next, not only where the strikes land. It started in Russia’s southern and border regions and occupied Crimea, the product of a Ukrainian drone campaign against refineries and fuel logistics.
By mid-June, the limits had gone national. Chains operating at least 7,000 of Russia’s roughly 29,000 gas stations—about one in four—had capped sales, analysis by the independent Russian outletAgentstvo found.Omsk’s governor,Vitaly Khotsenko, banned canister fillingand capped purchases at 40 liters of gasoline per car, casting the curbs as a stand against “…

Russia Moves to Tackle Fuel Shortages as Gasoline and ... - PravdaReport
Russia's government is searching for ways to stabilize the domestic fuel market after sharp price increases and supply disruptions at filling stations triggered concern among motorists and regulators alike.
The primary objective is to boost fuel availability across the country and slow the rapid rise in retail gasoline and diesel prices that emerged during June 2026.
Russian motorists faced mounting difficulties at fuel stations throughout June as prices climbed steadily and some locations introduced sales restrictions.
At certain filling stations, drivers encountered closed pumps or limits on the amount of fuel available per customer. Industry observers link the shortages to the traditional summer vacation season, increased fuel consumption, and scheduled maintenance work at oil refineries.
The situation has become particularly challenging in the diesel segment. Diesel fuel, once considered the more economical option for commercial transport, now costs more than premium AI-95 gasoline in some regions.
Experts attribute the trend not only to logistics but also to increasingly strict fuel-quality and envi…

Russia imposes fuel restrictions in Irkutsk region - Anadolu Ajansı
Russia imposed restrictions Sunday on fuel sales in the Irkutsk region, according to authorities.
Regional Gov. Igor Kobzev said a state of high alert has been declared due to a shortage of motor fuel, and that the purchase limit at Rosneft gas stations is 50 liters per vehicle. He said other gas stations may impose lower limits.
“The sale of fuel in any container other than a vehicle's fuel tank is prohibited. This recommendation does not apply to emergency services, fire departments, ambulances, municipal and agricultural equipment,” he wrote on the Russian social media company Max.
He advised organizations that are not involved in essential services to switch their employees to remote work.
"Our main goal is to alleviate the issue related to insufficient fuel shipments to the region, reduce the rush at gas stations, and ensure the smooth operation of all services in these difficult conditions," he said.
Due to recent Ukrainian drone attacks on Russian oil refineries, several facilities suspended operations for maintenance, prompting Moscow to periodically impose restrictions aimed at stabilizing the domest…

Alexander Avilov / Moskva News Agency
Some gas stations in Moscow and regions in northern Russia have begun introducing limits on fuel purchases following
months of sustained Ukrainian drone attacks against major oil refineries across the country.
Msk1.ru, a Moscow-based news outlet, reported that Lukoil gas stations in the Russian capital and surrounding region have
capped
gasoline sales at 100 liters (26.42 gallons) per driver.
Gazprom’s gas stations are also restricting customers to purchases of 100-150 liters (26.42-39.63 gallons) for both regular gasoline and diesel, a customer service representative said.
The measures would appear to be aimed more at preventing panic buying and hoarding given that the fuel tanks of most passenger vehicles hold less than that limit.
ORTK, which operates 36 gas stations across Moscow and the Moscow region, limited gasoline sales to 60 liters (15.85 gallons) per driver and diesel to 100 liters (26.42 gallons) as of Saturday. ORTK told Msk1.ru that the restrictions will remain in place until further notice.
