Following are UN Deputy Secretary-General Amina Mohammed's remarks to the Security Council open debate on "Maintenance of International Peace and Security: Countering Terrorism in Africa", in New York today:
Africa has tragically remained the epicentre of global terrorism. In all its forms and manifestations, terrorism is the most significant threat to peace, security and sustainable development across the continent today.
For this reason, I would like to begin by commending the Algerian presidency for focusing today's discussions on the nexus of security, development and human rights-based policies in African counter-terrorism efforts.
I want to acknowledge and commend the dedication and the sacrifices of the Member States on the front lines of counter-terrorism efforts — your commitment to protecting civilians, upholding human rights, and fostering resilience in affected communities is integral to our collective pursuit of lasting peace.

Terrorism is evolving amid global instability characterised by heightened geopolitical tensions, protracted conflicts and growing fragmentation – and the international response must also evolve to meet the challenge.
The issue is the spotlight as the United Nations marks the organization’sFourth Counter-Terrorism Week, bringing together more than 1,000 participants from some 119 countries, representing governments, regional organizations, academia, civil society and the private sector.
Alexandre Zouev, UN Acting Under-Secretary-General for Counter-Terrorism, laid out the current landscape in an address in the General Assembly Hall on Monday.
Speaking at the opening of a high-level conference for national counter-terrorism chiefs, he said terrorist groups such as Al Qaeda, Da’esh (also known as ISIL), and their affiliates “remain adaptive and resilient.”
Moreover, they are becoming more sophisticated, including due to use of artificial intelligence and cyber security threats.

Recent developments and threat assessments of terrorist activity worldwide have shown that terrorism has evolved, adopting new strategic objectives, and changing its modus operandi and business model. Terrorist groups have established strong linkages and mutually beneficial relationship with transnational organized crime groups. This issue is particularly prevalent in Africa, including in North and West Africa, notably in the Sahel.
In this context, the Permanent Mission of Burkina Faso to the United Nations in Vienna, with the support of the Terrorism Prevention Branch of UNODC, convened a high-level side event to present the CONNECT Strategic Initiative (Coordination through Operational Networks against the Nexus between Crime and Terrorism) as a tool to counter terrorism new modus operandi through coordinated operational networks against the nexus of crime and terrorism in West Africa, in the margins of the 34th Session of the Commission on Crime Prevention and Criminal Justice (CCPCJ).

Expanding terrorist networks, mass displacement and the collapse of essential services in West Africa and the Sahel are a growing concern worldwide.
That’s according to theUN Secretary-General António Guterreswho toldtheSecurity Councilon Monday that the growth in terrorist groups was “not only a regional dramatic reality.”
“Progressive links of its groups in Africa and beyond make it a growing global threat.”
The vast Sahel region which stretches almost coast to coast across Africa,accounts for 19 per cent of terrorist attacks worldwideand for over half of global terrorism-related casualties.
Around four million people are now displaced across Burkina Faso, Mali, Niger and neighbouring countries.
To address the crisis, Mr. Guterres urged a“unified, coherent and consensus-based” regional response, the maintenance of financial support for humanitarian response plans and a development strategy to address the root causes of terrorism.
