FIL deprived three Russian sledders of neutral status: loss of chance ...
According toglavcom.ua: Obtained information indicates that the International Luge Federation (FIL) has decided to strip three Russian lugers of their status as neutral participants.
In October, the Sports Arbitration Court (CAS) lifted the ban on Russian athletes who meet the 'neutrality' requirements participating in FIL competitions. The first six Russians were granted neutral participant status, but now this status has been revoked for three of them.
As a result, these athletes were deprived of the opportunity to qualify for the Olympics. Remember that the Olympic Games will take place in 2026 in Italy.
During these events, Russian skater Aleksandra Sajatina, who was recognized as a neutral athlete by the International Skating Union (ISU), participated in propaganda actions. During Putin's annual address to the Federal Assembly, she appeared alongside his supporters and military personnel.
Russian skier Veronika Stepanova posted a photo on Instagram confirming Sajatina's participation in propaganda events, which also involved Russian military personnel who participated in the conflict in eastern Ukra…

“The Panel considered that the overall exclusion of Russian athletes was not a proportionate measure to achieve the only purpose sought by FIL (i.e. preserve safe racing conditions), since additional measures could be found to conciliate safety with the participation of Russian athletes.
“The Panel ruled that the exclusion of RLF athletes from FIL competitions is maintained, but the prohibition of Russian athletes who satisfy the criteria of AINs to compete is set aside. Consequently, the appeal was partially upheld.

Only one neutral athlete, including one pair in pairs skating and one couple in ice dancing, from Russia and its ally Belarus will be eligible to participate per event in designated qualifying events for the 2026 Games with no relay or team participation, the ISU added.
At the 2022 Beijing Winter Olympics, Russian athletes had to compete under the Russian Olympic Committee (ROC) flag due to a two-year ban imposed by the World Anti-Doping Agency for state-sponsored doping.
Russia's Sports Minister and head of the Russian Olympic Committee Mikhail Degtyarev welcomed the ISU decision.
"The process of a full return to international sport will be difficult, but events such as the ISU decision... are important steps on this path," Degtyarev was quoted as saying by the RIA Novosti news agency. "This is better than a permanent break and isolation. We will continue to develop this pathway."

Based on IOC guidelines applying to Russian and Belarusian passport holders, the International Skating Union (ISU) was one of the first winter sports federations to allow a limited number of independent neutral athletes (AINs) to compete under strict conditions.
An ISU-constituted AIN Review Committee formed a robust series of protocols for the screening of proposed athletes and their support personnel. This together with access protocols was applied at ISU events that were part of the Olympic Qualification System during the 2025/2026 season.
The Olympic Winter Games and related rules are the responsibility of the IOC.

Neutral Ground: CAS Ruling Opens Door for Russian Lugers, Sparks Olympic Debate
By ArchySports Staff
October 26, 2023
A landmark decision by the Court of Arbitration for Sport (CAS) has sent ripples through the international sports community, potentially reshaping the landscape of athletes competing at the Winter Olympics. The CAS has overturned the international Luge Federation’s (FIL) blanket ban on Russian athletes, signaling a possible reintegration under a neutral banner. This ruling, delivered on Friday, raises significant questions about the future participation of Russian athletes in elite winter sports, with the 2026 Milan-Cortina Winter Olympics just months away.
Proportionality and safety: The CAS Verdict
The FIL had implemented a total exclusion of Russian athletes following the invasion of Ukraine in 2022, a measure that was afterward reaffirmed. Though, the CAS has now declared this broad exclusion “not proportionate” to the FIL’s stated objective of “preserving safe racing conditions.” the arbitration panel acknowledged the FIL’s concerns, which included the potential for public or athlete-lead incidents…
