The 21st ASEAN-Russia Senior Officials Meeting (ARSOM) convened today at the ASEAN Headquarters/ASEAN Secretariat reaffirmed ASEAN-Russia’s commitment to advancing cooperation and strengthening strategic ties. Both sides discussed progress in the implementation of the ASEAN-Russia Comprehensive Plan of Action (CPA) for 2021-2025, as it enters its final year. Looking ahead, both sides expressed their commitment to further enhancing the ASEAN-Russia Strategic Partnership under the forthcoming CPA for 2026-2030.
Permanent-Secretary and ASEAN-Myanmar SOM Leader, H.E. Aung Kyaw Moe, and Deputy Minister of Foreign Affairs and SOM Leader of the Russian Federation, H.E. Andrey Rudenko, co-chaired the Meeting. The Meeting was attended by ASEAN SOM Leaders or their representatives, the Deputy Secretary-General of ASEAN for Political-Security Community, and their respective delegations. Timor-Leste attended the Meeting as Observer.

ASEAN’s strength is demonstrated by its ‘convening power’ and its ability to attract the courtship of the world’s great powers. However, these strengths also present challenges, as ASEAN must not only navigate its relations of these powers, but also the various relationships of its individual members with respective powers. KAZAN – President Ferdinand “Bongbong” Marcos on Thursday said that the Association of Southeast Asian Nations (ASEAN) and Russia should explore ways to fortify practical cooperation on maritime security and counterterrorism in response to growing geopolitical challenges.
In his welcome remarks as co-chair of the summit, Marcos stressed three priorities that should stir cooperation between ASEAN and Russia.

Prime Minister Anutin Charnvirakul will travel to Russia to attend the Asean-Russia Commemorative Summit on Wednesday and Thursday in Kazan, where he plans to discuss trade expansion, investment cooperation and energy security with Russian President Vladimir Putin.

The first day of the international business forum “World of Opportunities: Russia-ASEAN” was dedicated to economic cooperation among the region's countries. KUALA LUMPUR — A top security aide to Russian President Vladimir Putin held talks with Malaysian Prime Minister Anwar Ibrahim as the Kremlin builds ties with Southeast Asian nations seeking to offset the risks of the growing competition between the United States and China.
Russian Security Council Secretary Sergei Shoigu met Anwar on Thursday in Putrajaya for talks on expected to have been focused on enhancing security and defence ties between the two nations. A formal readout of the discussions has not yet been released.

In Kazan, on the sidelines of the Russia–ASEAN Summit, the Business Forum “Russia–ASEAN: Partnership Without Borders” was held. The event is dedicated to a double anniversary — 35 years of diplomatic relations and 30 years of full-format dialogue partnership.
The Forum brought together representatives of all 11 ASEAN member states, with most countries represented at the highest level, including the Prime Ministers of Malaysia, Thailand, and Vietnam.
In his greeting to the participants, Russian President Vladimir Putin emphasized:
