Construction of Willowbrook Commons in Rostraver, a 50-unit apartment building for low-income senors, is slated to begin next summer. Westmoreland County Housing Authority officials said construction of a new 50-unit apartment building for low-income seniors in Rostraver could begin as soon as next summer. The authority awarded federal tax credits valued at about $15 million last week to pay for what will be the agency’s fifth major construction project in the last dozen years. The development is slated to be built on 6 acres the authority purchased for $600,000 earlier this year in Rostraver, on Route 51 adjacent to Willowbrook Plaza. The plaza includes a grocery store, bank, fitness center and the Penn Highlands Mon Valley HealthPlex, among other businesses. The Pennsylvania Housing Finance Agency awarded the housing authority with tax credits that will be sold off to finance construction of the four-story apartment complex called Willowbrook Commons. The Pennsylvania Housing Finance Agency (PHFA) announced today (Oct. 9 th , 2025) an award of a (LIHTC) tax credit allocation for the development of Willowbrook Commons in Rostraver Township, Pa. WCHA’S Willowbrook Commons is a 50-unit (62+) senior development located in Rostraver Township, Westmoreland County. Rostraver Township is growing with an estimated population of approximately 15,300 residents of which 27.5% are over the age of 62.  The Willowbrook Commons development will provide greatly needed affordable housing for the county’s growing population of senior citizens. In 2024, Westmoreland County Housing Authority (WCHA) opened Grand View Senior Residences, a 50-unit senior development in Irwin, PA. Westmoreland County Housing Authority officials on Tuesday updated board members on the status of several of its ongoing projects to increase the agency’s inventory of low-income senior housing. That inventory has substantially increased during what is now a 15-year building boom. State approvals authorizing the financing and regulatory requirements were finalized in recent weeks by the Pennsylvania Housing Finance Agency. The approvals pave the way for construction of Willowbrook Commons, a $16 million project on six acres adjacent to Willowbrook Plaza on Route 51 in Rostraver. “We anticipate breaking ground in July,” said housing authority Executive Director Michael Washowich. “This is a great project where we will add to our inventory.” Funded through the use of federal tax credits and a $1.3 million allocation from Westmoreland County, the project will include new apartments for low-income seniors. The Westmoreland County Housing Authority recently approved the purchase of property in Rostraver Township for a new senior housing development. With an aging population in the area, Rostraver Township Commissioners President Jeffrey Johnson, said that they’re excited to bring the project to the area. “It’s desperately needed in the township,” Johnson said. “We’ve been looking to get something in here for our seniors for a while now, something affordable for our seniors.” The housing authority approved the purchase of the 6-acre property next to Willowbrook Plaza along Route 51 for $600,000.
