Ghana start their World Cup campaign Wednesday in Toronto, but Partey, 32, will not be present after the Canadian government denied his visa application. Partey has been charged with seven counts of rape and one count of sexual assault by London's Metropolitan Police and is awaiting trial.
He has pleaded not guilty to all charges, and a trial has been set for November this year, although it could be delayed until 2027.
A statement from FIFA -- first published by The Athletic -- read: "FIFA can confirm that player Thomas Partey will be unable to travel from Ghana's team base camp in Boston, USA, to Canada for their first match against Panama on Wednesday, 17 June, as his visa application has been refused by the Canadian government.
"FIFA is not involved in the immigration processes of host countries, including the adjudication of visas. As with previous FIFA events, the host government ultimately determines who receives a visa and is admitted into the country."

The 32-year-old midfielder, who plays for Spanish club Villarreal, has pleaded not guilty to seven counts of rape and one of sexual assault. He is due to stand trial in London in 2027 over allegations from four different women between 2020 and 2022.
A statement from FIFA confirmed that Partey, who played for Arsenal between 2020 and 2025, was unable to travel from Ghana's training base in Providence, Rhode Island, to the fixture in Toronto on Wednesday, June 17. "FIFA is not involved in the immigration processes of host countries, including the adjudication of visas," the governing body announced. Ghana midfielder Thomas Partey will miss his country’s opening match of the 2026 FIFA World Cup after Canadian authorities refused his visa application, FIFA confirmed on Friday.
The 32-year-old Villarreal player, who is based with Ghana’s squad at their training camp in Boston, will be unable to travel to Toronto for the Group L clash against Panama at BMO Field on Wednesday, June 17, 2026.
“FIFA can confirm that player Thomas Partey will be unable to travel from Ghana’s team base camp in Boston, USA, to Canada for their first match against Panama on Wednesday, 17 June, as his visa application has been refused by the Canadian government,” a statement from FIFA read.
The governing body stressed it has no role in the process.

<p>Accra filed a request for an injunction in federal court on Tuesday seeking to set aside Ottawa’s decision.</p>

<p>Shortly before the decision was handed down, Ghana’s veteran coach Carlos Queiroz told reporters in Toronto that his side would be ready, regardless of the court outcome.</p>

TORONTO (AP) — Ghana midfielder Thomas Partey will not play in his team's World Cup opener Wednesday after Canada denied his visa application while he awaits trial in London on multiple charges of rape.
FIFA said Friday in a statement that the 32-year-old Partey won’t be able to travel from his team's base camp in Smithfield, Rhode Island, for Ghana's opening match with Panama in Toronto.

“His visa application has been refused by the Canadian government,” the governing body of world soccer said. “FIFA is not involved in the immigration processes of host countries, including the adjudication of visas.
