The Senate Armed Services Committee’s draft of the 2027 National Defense Authorization Act includes a provision based on theFUTURES Act, establishing a U.S.-Israel Defense Cooperation Initiative, according to an executive summary released on Thursday by the committee and congressional officials.
Asimilar provision in the House version of the billattractedsignificant controversyin anti-Israel circles — with critics falsely claiming that the measure would irrevocably merge the U.S. and Israeli militaries or undermine U.S. sovereignty — with multiple House members vowing to try to strip the provision from the bill. Top lawmakers on both sides of the aisle have defended the provision.

In the first step towards shifting aid further into the shadows, the House's 2027 NDAA would all but fuse the two countries' armed forces together
At a time when the American public is expressing unprecedented levels of distrust in the Israeli government, Congress just proposed tying the U.S. to the Israeli military more than ever before.
Buried in the House'sversionof the 2027 National Defense Authorization Act (NDAA) released on Tuesday, is section 224, entitled “United States-Israel Defense Technology Cooperation Initiative.” The provision would arguably do more to intertwine the U.S. military with the Israeli military than the more than $200 billion (inflation adjusted) in military assistanceIsraelhas received from the U.S. since its founding in 1948.
Section 224 lays the groundwork for bilateral research and development, co-production of weapons, joint ventures, licensing agreements, and seemingly every manner of U.S.-Israeli military-industrial complex cooperation. The U.S. and Israel already work together heavily on missile defense, but this provision would greatly expand coordination …

Congress quietly moved to further deepen military ties between the United States and Israel by advancing a provision buried in the House’s 2027 National Defense Authorization Act (NDAA).
The
NDAA
released late May includes a measure embedded in section 224 called the “United States-Israel Defense Technology Cooperation Initiative,” which would strengthen military cooperation between both counties in the form of research, development, and even defense industrial base co-production.
The provision also proposes “network integration” and “data fusion,” further intertwining the U.S. military with Israel.

The measure specifies several areas of cooperation between Israel and the United States, should the NDAA be adopted in its current form. Some of these “cooperative efforts” include cyber defense, artificial intelligence, anti-tunneling and subterranean threats, biotechnology, and any other “e…

Next year’s
National Defense Authorization Act
has made its way to the House floor, and has some Democrats and conservatives alike rallying against a provision that critics in Congress say would embroil the U.S. in unprecedented levels of military integration with Israel.
The measure, Section 224 of the House Armed Services Committee’s version of the National Defense Authorization Act, was advanced by Chairman Mike Rogers, R-Ala., and ranking member Adam Smith, D-Wash., as part of the committee’s annual defense bill. If enacted, it would establish a framework for expanded U.S.-Israel defense cooperation. An official designated by the Pentagon would be responsible for coordinating collaboration with Israel on technologies ranging from missile defense and drones to artificial intelligence, cybersecurity and biotechnology. The provision also encourages joint research projects, shared ma…

Congress

The Legislative Push for Integration
Recent provisions included in the

A provision tucked into the House Armed Services Committee’s draft version of the Fiscal Year 2027 defense policy bill could move the U.S.-Israel military relationship beyond traditional aid and into a far deeper form of defense-industrial integration.
Section 224 of the
drafted National Defense Authorization Act
(NDAA), the “United States-Israel Defense Technology Cooperation Initiative,” would require the defense secretary to designate an executive agent to coordinate U.S.-Israel defense technology research, development, testing, evaluation, integration and industrial cooperation.
