Zambia: The Challenges of Maintaining Democratic Progress – Africa Center
Zambia: The Challenges of Maintaining Democratic Progress – Africa Center By Joseph Siegle and Hany Wahila January 13, 2026 2026 Elections Benin Cabo Verde Djibouti Ethiopia The Gambia Republic of Congo São Tomé and Príncipe Somalia South Sudan Uganda Zambia Presidential & Legislative Elections: August 13 Zambia’s President Hakainde Hichilema is seeking a second term in office leading this landlocked southern African country of 22 million people. The 59 percent of the vote he earned, galvanized by a strong youth turnout, was a significant breakthrough for the six-time candidate and his United Party for National Development (UPND). The outcome was particularly significant given concerns over democratic backsliding under President Edgar Lungu, who led Zambia from 2015 to 2021. Lungu’s tenure was marked by the arrest of political opponents, the weakening of judicial independence, the deployment of security forces and party militias to intimidate political opponents, and the politicization of independent government bodies. Zambia is one of the few African countries to have experienced peaceful transfers of power between multiple political parties. But its sound democratic record - particularly the Electoral Commission of Zambia's (ECZ) technical capacity - will be tested during the upcoming general elections on 13 August. According to the 2025 Economist Intelligence Unit DemocracyIndex, Zambia ranks among Africa's top 10 democracies but remains a 'hybrid regime' because of its persistent governance constraints. The credibility of the 2026 polls will depend less on whether democratic institutions are in place, and more on their performance in a charged political climate. The ECZ has registered a record 26 presidential candidates (14 of whom are approved), including incumbent President Hakainde Hichilema, who is seeking a second term after being elected in 2021. The high number of candidates reflects both an open electoral space and serious opposition fragmentation. Keep up with the latest headlines onWhatsA…

Elections 2026: Is Zambia’s democratic success story beginning to fray?
Elections 2026: Is Zambia’s democratic success story beginning to fray? Zambia has long been held up as one of southern Africa's steadier democratic examples, a country where elections have mostly meant something. But with the 2026 vote on the horizon, that reputation is quietly coming under pressure. The concern gaining ground is a specific one: that voters may come to see the August election outcome as the product of legal manoeuvring rather than what actually happens at the ballot box. When people stop trusting the process, the result loses its legitimacy, regardless of who wins. It is a delicate moment for a country that has worked hard to build that trust. How Zambia handles the lead-up to August will say a great deal about whether its democratic story holds, or starts telling a different one. Originally published by Premium Times .
