The directive was issued by the Ministry of Interior and Narcotics Control on July 31, 2025, following the expiry of PoR cards on June 30, 2025. With the expiration of these cards, the stay of PoR card holders in Pakistan has officially become illegal. In response, the Ministry has directed all relevant departments including police, district administration, prosecution offices and jail authorities to immediately initiate measures for the arrest, detention and deportation of such individuals under the Foreigners Act, 1946. Under this, authorities are empowered to detain individuals either in jails or any other designated holding areas prior to their repatriation. The government has also clarified the position regarding foreigners who are currently under trial or serving a sentence. Only those convicted or charged under the Foreigners Act will be deported.
