The International Atomic Energy Agency (IAEA) has been engaging with both sides in the Ukraine conflict in efforts to restore external power to the beleaguered Zaporizhzhia Nuclear Power Plant (ZNPP) in the south of the country.
The ZNPP suffered a complete loss of offsite power on 23 September following military activity in the vicinity, marking the 10th time this has happened since Russia launched its full-scale invasion of Ukraine in February 2022.
“Europe’s largest nuclear power plant has been without external power for more than a week now, which isby far the longest lasting such event during more than three and a half years of war,”saidIAEADirector General Rafael Mariano Grossi.
It is currently operating on emergency power which “is clearly not a sustainable situation in terms of nuclear safety,” he said, adding that “neither side would benefit from a nuclear accident.”
The ZNPP has been under Russian control since the early weeks of the conflict and both sides have accused the other of attacks that endanger the plant.

MOSCOW, June 11 (Xinhua) -- The Zaporizhzhia Nuclear Power Plant (ZNPP) has lost its external power supply and suffered a complete blackout following an attack on a substation, the plant's press service announced Thursday.
"The 330 kV high-voltage transmission line Ferrosplavnaya-1, which supplied power for the plant's on-site operational needs, tripped automatically late Wednesday evening. With off-site power cut off, the ZNPP reactor units switched to backup diesel generators. The equipment operated per design specifications, and no safety system anomalies were registered," the plant said in a statement.
On-site personnel are monitoring all equipment operating parameters and have fully enacted all necessary safeguards to keep the reactor units in a stable and safe state, it said.
"Radiation readings at the ZNPP site and its surveillance zone stay within natural background levels and do not breach official regulatory thresholds," it added.

Nearly four years after Russia occupied the Zaporizhzhia nuclear power plant, thousands of employees have fled or gone into hiding — leaving just 22 licensed nuclear specialists where hundreds are needed to run the plant safely, a representative of Ukraine's state-run nuclear firm Energoatom said at a briefing in Kyiv organized by Legal Action Worldwide on Feb. 23.
