Dong Guangping was aboard a 3.3-meter (10.8-foot) inflatable boat in the waters off a western South Korean island in May when he was detained by South Korea’s coast guard for allegedly violating the country’s immigration law. It was his fourth known attempt to flee China.

SEOUL, May 27 (Reuters) – South Korean authorities are questioning a Chinese national found in a rubber boat off the west coast, the coast guard said on Wednesday, with a media report identifying him as likely to be a dissident who had repeatedly tried to flee China.
The man was on a 3.3-metre (11-ft) boat with a 10-horsepower motor when he was spotted about 38 nautical miles off the west coast late on Monday by a fishing vessel whose crew alerted authorities, the Taean coast guard said in a statement.
He was arrested and is being questioned on suspicion of immigration law violations, it said.
The location where he was picked up was inside South Korean territorial waters, the statement said.
A coast guard official declined to confirm the name of the suspect and explain how he may have reached the location, but described him as a Chinese male in his sixties.
The time and the circumstances of his arrest matched the case of a Chinese dissident identified by the New York Times as Dong Guangping, who it said had previously escaped to Thailand, Vietnam and Taiwan only to be sent back to Ch…

Dong Guangping, a Chinese human-rights activist who escaped China by crossing open seas on a rubber dinghy for 40 hours, has finally arrived in Canada, a destination he’d been trying to reach for more than a decade.
His first meal after arriving in Toronto on Friday was a steaming big bowl of noodle soup with shrimp, tomatoes and egg that he had been craving.
In an interview with The Globe and Mail on Saturday, Mr. Dong said he was filled with joy when he stepped off the plane in Toronto and heard officials at Pearson airport say, “Welcome to Canada.”
His friend Sheng Xue met him at the airport. Speaking through Ms. Sheng, a writer and human-rights activist, Mr. Dong said, “I felt so warm” after the greeting from Canadians.
Mr. Dong, 68, has been jailed four times by Beijing for speaking out against the Chinese government’s human-rights…

SEOUL, South Korea (AP) — A Chinese political dissident is in South Korean custody after making a perilous escape from his country in a small rubber boat, officials and his friend said. It was his fourth known attempt to escape China, a risk he reportedly took hoping to be reunited with his family.
Dong Guangping, 68, was aboard a 3.3-meter (10.8-foot) rubber boat in the waters off a western South Korean island on Monday night when he was detained by South Korea’s coast guard for allegedly violating the country’s immigration law.
The coast guard sought a warrant to formally arrest him, but a local court on Thursday refused, saying it’s “difficult to recognize sufficient grounds and necessity” for his arrest. The coast guard said later Thursday it will hand him over to an immigration office but will continue to investigate him.
Dong’s prospect…

A Chinese dissident who fled to South Korea last month in a rubber dinghy has arrived in Canada, more than a decade after his first escape attempt ended when authorities in Thailand sent him back to his home country.
“I’m very happy,” Dong Guangping told the
New York Times
after his arrival in Toronto late Friday. “Sitting here now, it feels like I’ve come home.”
The 68-year-old former policeman has long been a thorn in Beijing’s side for advocating political reform and human rights, and served multiple prison terms over the years.
He recounted to the
