China responds to Japan-Philippines maritime talks by expanding patrols
On June 1, China’s coast guard
said
it had carried out “law enforcement” patrols in waters east of Taiwan, framing the operation as a response to newly announced maritime boundary delimitation talks between Japan and the Philippines.
Beijing
described
the patrols as a countermeasure to what it called “unilateral” maritime delimitation discussions between Tokyo and Manila. Chinese authorities
stated
that the deployment was carried out “in accordance with the law” and was intended to safeguard China’s “sovereign rights and interests”.
Although no precise coordinates were
disclosed
, officials emphasized that the patrols were necessary in response to developments they argue affect disputed maritime areas.
The move followed an

TOKYO – Chinese coast guard ships have started escorting the country’s public vessels in Western Pacific waters where Japan and the Philippines’ exclusive economic zones overlap, a data analysis found Sunday, in an apparent move to claim jurisdiction in the area near Taiwan.
The escort by two coast guard vessels for the government survey ship Xiang Yang Hong 22 for three days from June 16 off the southern coast of Japan’s westernmost island of Yonaguni was Beijing’s apparent response to a Tokyo-Manila agreement in May to launch bilateral maritime delimitation negotiations.
The analysis of data, collected from the “automatic identification system” to track vessels, was carried out by ingeniSPACE, a geospatial data analysis firm, and Aki Mouri, an associate professor for modern China studies at Doshisha University in Kyoto.
The sea area is near the eastern coast of Taiwan, a self-ruled democratic island which communist-led China regards as an inalienable part of its territory. It has not ruled out the use of force to take control of it.

Are Japan-Philippines talks a maritime red line for China’s blue-water ambitions?
Beijing’s strong opposition to maritime boundary talks between Manila and Tokyo reflects growing wariness over a shifting balance of power in the western Pacific.
And, experts warn, these talks – part of a highly calculated geopolitical effort by US allies – could reinforce the so-called first island chain and restrict Beijing’s naval access in an area vital to any potential conflict over Taiwan: its clear red line.
Tensions have sharpened since Japan and the Philippines announced last week that...

Holding the Line: China's Expanding Patrols around Scarborough Shoal
Published: June 16, 2025
In the wake of an agreement last July to reduce
tensions at Second Thomas Shoal
, Scarborough Shoal has reemerged as the focal point of tensions between Manila and Beijing in the South China Sea. China has maintained a permanent coast guard presence at Scarborough since it seized control of the feature from the Philippines in 2012. But remote sensing data from the past ten months shows that China’s presence has expanded to include additional patrols east of the feature aimed at intercepting Philippine ships, leading to frequent encounters between the two countries’ law enforcement vessels.
A Look at the Data
To better understand recent tensions around Scarborough Shoal, AMTI examined automatic identification system (AIS) tracking data of Chinese and Philippine law enforcement vessels from August 2024 to May 2025.
Data was collected on China Coast Guard (CCG), Philippine Coast Guard (PCG), and Bureau of Fisheries and Aquatic Resources (BFAR) vessels operating in a large area of the South China Sea surrounding Scarborough Shoal and waters to its east, which include one of the dashes of Chin…

In recent years, apart from routine patrols around a few Taiwan-controlled islands, the CCG has also joined the...
