MILWAUKEE (TNND) —Former Milwaukee County Judge Hannah Dugan was spared prison Wednesday after being convicted ofhelping an immigrant evade federal immigration agentsat a Wisconsin courthouse, the latest chapter in a case that became a flashpoint in President Donald Trump's immigration crackdown.
A federal judge sentenced Dugan, 67, to pay a $5,000 fine, rejecting a prison sentence despite federal guidelines recommending 15 to 21 months behind bars.
"I think this is a situation where an otherwise good person, upset by immigration policies in this country, made a bad decision in the moment," U.S. District Judge Lynn Adelman said.
Dugan wasconvicted in Decemberof felony obstruction after prosecutors said she intentionally misdirected Immigration and Customs Enforcement (ICE) agents and escorted Eduardo Flores-Ruiz, a Mexican national who had reentered the United States illegally, out of her courtroom through a private jury door while agents waited to arrest him. Flores-Ruiz was ultimately captured outside the courthouse after a brief foot chase and later deported.

A federal judge refused to overturn former Milwaukee County Judge Hannah Dugan’s obstruction conviction for helping an immigrant evade ICE agents at her courthouse, keeping the landmark case intact.
Dugan’s lawyers argued a recent Virginia ruling voided her case because no “pending proceeding” existed, but the judge found ICE’s planned courthouse arrest met that legal threshold.
Facing up to five years in prison but likely probation, Dugan resigned amid impeachment threats, becoming the first Wisconsin state judge tried for obstructing immigration agents under Trump’s crackdown.
