Securing Water. Strengthening Regional Resilience.
The Lesotho-Botswana Water Transfer Project is a transformative regional infrastructure initiative designed to tackle growing water scarcity across Southern Africa.
Driven by rising demand and worsening climate-related droughts, the project will unlock long-term water security for Botswana, Lesotho and South Africa through a large-scale cross-border water transfer system.
Adopted as a priority project under the Orange-Senqu River Commission Integrated Water Resources Management Plan, the initiative reflects a bold commitment to regional cooperation and sustainable resource management.
A Regional Water Lifeline
At the heart of the project is the construction of a new dam on Lesotho’s Makhaleng River, linked to a 700km water conveyance network spanning the region.
The system is expected to supply:
150 million m³/year to Botswana
100 million m³/year within Lesotho
68 million m³/year to South Africa
The project will support economic growth, improve climate resilience and strengthen water access for millions of people across the region.

The Southern African Development Community (SADC) Project Preparation and Development Facility (PPDF) has approved US$1.83 million in funding to advance the Lesotho–Botswana Water Transfer Project, a landmark regional initiative designed to tackle water scarcity and strengthen resilience across Southern Africa.
The funding will support two critical preparatory components:
Environmental and Social Impact Assessment (ESIA): covering the proposed dam and water conveyance infrastructure.
Comprehensive feasibility study: addressing financial, legal, and institutional frameworks to ensure long-term sustainability.
Spanning more than 700 kilometers, the project will channel water from Lesotho’s highlands, through South Africa, to Botswana. Beyond meeting Botswana’s growing water demand, the initiative promises far-reaching benefits for Lesotho, South Africa, and the wider SADC region, boosting economic growth, enhancing climate resilience, and improving energy and food security.
The PPDF is part of the SADC–German cooperation framework, funded by the German government and jointly implemented by KfW and the Develop…

President Duma Boko champions the proposed Lesotho-South Africa-Botswana water transfer initiative to combat regional scarcity and drive industrial development.
A highly ambitious, multi-billion-dollar infrastructure initiative is set to fundamentally rewire the hydrology of Southern Africa. The proposed Lesotho-South Africa-Botswana (LESABO) water transfer project represents a historic diplomatic and engineering triumph aimed at permanently eradicating Botswana's chronic water scarcity while propelling industrial development across the region.
Speaking at the inaugural session of the Botswana-Lesotho Bi-National Commission (BNC) in Gaborone, Botswana's President Advocate Duma Boko outlined the massive strategic stakes of the endeavor. As climate change accelerates and devastating droughts become the new meteorological norm across the Kalahari basin, securing a permanent, sustainable water source is no longer merely a matter of agricultural convenience—it is an urgent issue of absolute national security and sovereign survival.
The mechanics of the LESABO project rely on the extraordinary topographic advantage of t…

IN Botswana, we know the sting of scarcity intimately. As a semi-arid country, we have learned that every drop counts. We are a water-scarce nation due to arid and semi-arid climatic conditions across most of our territory, coupled with inadequate water supply sources and services. In recent years, water shortages have persisted as demand grows, exacerbated by the relentless effects of climate change.
Climate variability and uncertainty bring extreme events such as droughts and unpredictable rainfall patterns, challenging our people’s conventional food production methods and our potable water supply, which relies heavily on annual rainfall. Our groundwater resources have also been significantly impacted by climate change variables, while the country’s sparse population distribution creates major engineering and financial challenges for water infrastructure development.
The International Decade of Action calls for “Water for sustainable development,” and we must…

President Advocate Duma Boko has appealed to tripartite parties involved in the trans-boundary Lesotho – Botswana Water Transfer Project to join efforts in moving forward with its implementation.
He made this call during a media briefing following the tour of the project site at Makhaleng River in Malealea, Lesotho on Wednesday.
The project, a tripartite between Lesotho, Botswana and South Africa is set to change lives of the communities of the three nations.
Stressing the enormity of the benefits that the project would bring to the three countries involved, the President said it was time to expedite the implementation of the project, which had been in the preliminary stages for over a decade since its conceptualisation in 2011.
“We cannot fall. We must therefore, apply ourselves to the completion of this project, and ensure that we serve the economic and other interests of our region,” he said. In that regard, President Boko underscored Botswana’s commitment to implementation of the project set to be a huge milestone for the Southern Africa region.
